He served in the Army in the European thclltrc <br />dl1ring World War II, and att<lined the r;mk of Lieutenant Colonel. <br /> <br />Mr. Kuiper was City Manager of Delta, Colorado, from 1953 to <br />] <JS(), :lnd Manager of Public Works for Aurora. Colorado, from 195(1 <br />to 195R when he joined the staff of the ColoraJo Water COlls~rvat;nn <br />Board. <br /> <br />He first served as Chief Engineer, and was Acting Director of the <br />Color;tclo W;ltcr Conservation Blxlrd from September 1961 to July 1963 <br />\vhen Dircctor Sparks served as Natural Resources Director.
