Yes. Scenic casements would be acquired on a willing-seller basis
whenever possible. \lu\lever. condcc'Jlation authority does exist and would
be used when necessary to protect the scenic and recreational quality
of the river environreent. This action would relate only to an easement
and would in no way relate to ownership of the property.

Yes, two; but neither would be concerned with instigating efforts to gRin

public access to the river. Our proposal dues not recommend acquiring
