1-3

;" ~,

specified an additional study element (Regional Economic Impacts Analysis,
Study Element B-II) that would integrate the states' work and the regional
studies, The state and regional study elements were to comprise a "data
bank" that would feed into Study Element B-11,* Within the General
Contractor organization, Black & Veatch is responsible for developing
regional projections of energy production and related water use and
economic activity under Regional Study Element B-8. The general flow of
information and organizational responsibility for these study tasks is
schematically illustrated in Figure 1-2.
Under State Energy Production Impacts Research, Study Element A-2,
each state developed projections for their respective study areas of energy
production and, in some cases, associated water use and economic activity
for the years 1985, 1990, 2000, and 2020. Low, expected, and high
projection series were developed to prOVide some measure of the range of
uncertainty. Each of these projections was reviewed by Black & Veatch
and the other members of the General Contractor Team, The state pro-
jections and brief descriptions of the projection methodologies are summa-
rized in Appendices A through F.
There was necessarily some variance between the states' "Most Likely
Band" projections, since each state used different data, assumptions, and
methodologies. Drawing on the work reported by the state researchers,
Black & Veatch developed regional projections using a consistent set of
assumptions and data and, where necessary, engineering analyses. Wher-
ever relevant, basic assumptions were linked with national projections
used in other study elements in order to ensure consistency with the
other inputs for the regional analysis. Thus, the regional projections are
not merely the sum of the state projections.

*Camp Dresser & McKee, Inc., Black & Veatch, and Arthur D.
Little, Inc., "Technical Proposal, High Plains Study Project," prepared
for US Department of Commerce, Research Contracts Division, OAS&P,
Washington, D,C., March 23, 1978, p.
