<br />~ ,~ <br /> <br />SECTION 1.0 <br />INTRODUCTION AND SUMMARY <br /> <br /><Xl <br />N <br />"" <br />N <br />I <br />"" <br /> <br />This report presents projections of the water resource and economic <br />impacts of energy production in the High Plains region. These impacts <br />were assessed based on separate projections of crude oil and natural gas <br />production and installed electric generating capacity and electric energy <br />production in the years 1985, 1990, 2000, and 2020 for the High Plains <br />Study Area. Figure 1-1 shows the boundaries of the Study Area which <br />contains 184 counties in Colorado, Kansas, Nebraska, New Mexico, Okla- <br />homa, and Texas. <br />This section presents an overview of the need for projections of <br />energy production and the associated water consumption, employment, and <br />income for the Study Area. Projections of energy production and asso- <br />ciated water use, employment, and income are also summarized in this <br />section. The assumptions and methodologies used in making these projec- <br />tions are described in the subsequent sections of this report. <br /> <br />1-1 <br /> <br /> <br />1,1 PURPOSE OF REGIONAL ENERGY PRODUCTION IMPACTS <br />PROJECTIONS <br />In formulating the study plan for the Six-State High Plains--Ogallala <br />Aquifer Area Study, the High Plains Council recognized the importance of <br />energy production to the economy of the area and specified as part of the <br />state level research that energy production, direct and indirect employment <br />and income, and associated water use were to be projected. * These state <br />energy production projections along with state farm-level research study <br />results were to be inputs to the state studies of impacts of declining <br />resources. There was no integrated regional economic impact study <br />envisioned in the originai scope of work. <br />The proposal by the General Contractor Team of Camp Dresser & <br />McKee, Inc., Black & Veatch, Consulting Engineers, and Arthur D. <br />Little, Inc., which was accepted by the US Department of Commerce, <br /> <br />*High Plains Project, as approved at the High Plains Council Meet- <br />ing, February 21, 1977.
