Motion by Glenn G. Saunders, enthusiastically supported <br /> <br /> <br />'by Craig Goodwin of western Colorado, unanimously adopted by <br /> <br /> <br />the Executive Committee and being submitted by mail to the mem- <br /> <br /> <br />bers of the Rules Committee which must pass on all Water Congress', <br /> <br />.,.. policy. Because of the early dates set for hearings on the <br /> <br /> <br />Central Arizona Project, there is not sufficient time to call'. <br /> <br /> <br />a. meeting of the Rules Committee and hence the submiSSion on <br /> <br /> <br />the mailed ballot. <br /> <br />STATEMENT OF POSITION BY THE COLORADO <br />WATER CONGRESS <br /> <br />It is the eonsidere,d:,.judgment of the Colorado Water <br /> <br /> <br />Congress that the greatest protection for water users in the <br /> <br /> <br />State of Colorado and of the Upper COlorado Ri\rer Basin can <br /> <br /> <br />'. be achieved "by embodying within any Federal' legislation which' <br /> <br /> <br />. would authorize any project by the Federal Government which <br /> <br /> <br />. would affect the Upper Colorado River Basin deliveries at Lee <br /> <br /> <br />'. Ferry the following specific requirements: <br /> <br /> <br />1. Operation of Federal projects within the Lower <br /> <br /> <br />Colorado River Basin shall be so conducted that deliveries <br /> <br />of water to the Lower Basin measured at Lee Ferry, Arizona, <br />. ".shall never exceed 7t million acre feet each year or 75 million <br />acre feet for any period often consecutive years reckoned in <br />." continuing progressive series. <br />2. With any authorization by the Federal Government' <br />'of the construction of any project in the Lower Basin which <br />would affeot.~pper Colorado River Basin deliveries at Lee Ferry <br />there must be simultaneous authorization of a project or pro- <br />jectsfor importation of water to the Colorado River Basin in <br />suoh quantities as will: <br />a.
