<br />The following report of the Interstate Conference on
<br />Water Problems (ICWP) Special Task Force's review of the
<br />Department of Justice's Proposed Federal Water Rights Legis-
<br />lation represents a compilation of the views of the 50 States.
<br />The report clearly outlines the objections that the States ex-
<br />pressed to this potential infringement on established State
<br />laws and procedures by the Federal agencies.
<br />
<br />This report was prepared by ICWP on the initiative of
<br />its member State and Intrastate agencies, and is being
<br />transmitted to the Governors and State Water Resource Ad-
<br />ministrators for their continuing reference~ It is also
<br />being formally transmitted to the U.S. Water Resources
<br />Council to aide the Council and its member Federal agen-
<br />cies in their evaluation of the draft legislation.
<br />
<br />ICWP, as an organization associated with the Council of
<br />State Governments, is pleased to present this report for
<br />the use of policy makers at all levels of government--Local,
<br />State and Federal.
<br />
<br />The report represents many hours and months of work
<br />by State officials committed to the wise use of natural
<br />resources within their jurisdictions. For the members of
<br />ICWP, the ICWP Executive Committee, and for myself per-
<br />sonally, I wish to express our special thanks to the Task
<br />Force members and their respective State agencies for the
<br />time and effort they have devoted to the completion of this
<br />report.
