Also, the magnitude and frequency <br />of Crystal bypasses will most likely increase. This could cause a change <br />in annual energy generation for the Aspinall units. <br /> <br />Sensltlvlties <br /> <br />. Current operational changes at Flaming Gorge Dam create a two-fold dollar <br />impact to Western. The first is Western's requirement to purchase higher- <br />cost replacement power during the high demand winter season. The second <br />is Western's foregone revenue as a result of generating a reduced-value <br />resource during the low demand spring season. <br /> <br />. Anticipated operational changes at Glen Canyon Dam will impose a dollar <br />impact on Western much like Flaming Gorge. A shift of releases within <br />each year would cause a corresponding shift in the dollar value Western <br />places on the energy generated at various times through the year, and a <br />potential increase in purchased power expenses. <br /> <br />. Possible operational changes at the Aspinall units of the Gunnison River <br />will most likely increase Western's purchased power costs. <br /> <br />( Alternatives/Options <br />\ <br /> <br />. Based on discussion with Reclamation (R. Peterson, April 1993), long-term <br />annual energy generated at Flaming Gorge is expected to remain unchanged. <br />The shift of energy generation within each year can only be evaluated on <br />the basis of purchased power impacts. To do this, Western is currently <br />collecting data under the constraints of the Bio-Opinion and preparing a <br />comparative base case of Flaming Gorge operations without constraints. <br /> <br />. Until the publication of the draft GCD-EIS and the identification of a <br />preferred alternative, Western can only presume which operational changes <br />will be implemented and assume that any operational change scenario will <br />result in greater purchased power costs. Purchased power expenses under <br />interim operations have been assessed using historical operations to <br />develop a base case and used for comparison of purchased power expenses <br />under current interim operations. However, the Glen Canyon Dam <br />operational alternatives which include habitat maintenance flows and beach- <br />building flows have not yet been modeled. <br /> <br />. Western anticipates that operational changes at the Aspinall Units will <br />result in an increase in purchased power costs, although it wi 11 not be <br />known for some time what changes will be eventually implemented. <br /> <br />Recommendations <br /> <br />'3 <br />
