What has been the impact of implementing the procedures for customer <br />review of financial and work program data on SLCA/IP firm power rates? <br /> <br />Background <br /> <br />. Reclamation and Western entered into an agreement with the Colorado River <br />Energy Distributors Association (CREDA) on September 24. 1992, whereby <br />CREDA is provided Reclamation's and Western's work programs for the <br />upcoming FY. The letter of agreement implements procedures on an interim <br />basis, pending development of regulations to apply the procedures <br />envisioned in the Agreement's Statement of Principles. <br /> <br />. <br /> <br />CREDA approached Reclamation and Western with a proposal that they be <br />allowed to co.mment on the work program for the upcoming FY with a dispute <br />resolution procedure to be used when differences were encountered. <br />Reclamation and Western held a series of discussions with CREDA and other <br />customers. In these discussions, the proposal was discussed, and <br />procedures, documents, and time frames were identified. <br /> <br />,- <br /> <br />. The \-Iork Program Review process was initiated for the IT 1994 work <br />program. Documents are furnished customers twice per year. The documencs <br />provide a general view of the work co be undertaken for the current year <br />and the upcoming two years. Information is provided on all O&M expenses <br />and construction programs that impact SLCA/IP firm power rates. <br /> <br />. Information to be provided customers includes: <br /> <br />A. Work plans for SLCA/lP operation and maintenance programs; CRSP. <br />Collbran, Provo River and Rio Grande projects construction; and <br />indirect costs. <br />B. Plans for acquisition of capitalized movable equipment. <br />C. The Status of Programs Report. <br />D. The latest cash flow experience and projections. <br />E. The latest IO-year engineering plan. <br />F. The latest facility data sheets. <br /> <br />. <br /> <br />Western's preliminary data is furnished to customers on or before March 1; <br />Reclamation's Preliminary Work Program is available in April. Western's <br />final data is given to customers on or before July 15; Reclamation gives <br />customers its Final \Jork Program in November. The customers are also <br />provided with responses to questions and concerns they may raise. <br /> <br />1 <br />
