In an effort to maintain budget neutrality during FYs 1993 through 1997. <br />the Grand Canyon Protection Act (GCPA) made environmental expenses during <br />those years nonreimbursable only to the extent that all provisions of the <br />Reclamation Projects Authorization Adjustment Act'of 1992 (RPAAA) do not <br />increase budget needs, <br /> <br />Background <br /> <br />. The GCPA specifies that the following expenses are nonreimbursable: <br /> <br />1. Expenses of Gl en Canyon Dam Envi ronmenta 1 Impact Statement, <br />including supporting studies. which include: <br /> <br />a, Expenses of the Glen Canyon Environmental Studies: and <br /> <br />b, Purchased power expenses incurred due to the supporting <br />studies. i,e" test flows, interim releases. and other <br />research releases <br /> <br />2, Long-Term Monitoring Expenses <br /> <br />To the extent that these expenses were funded by power revenues and they <br />are now declared nonreimbursable, a credit can be taken against repayment <br />of power investment, <br /> <br />. To reduce the impact on the U,S, Treasury through the near-term, Congress <br />declared that these expenses could be considered nonreimbursable for FYs <br />1993 through 1997 only to the extent that the cumulative net revenues from <br />all of the provisions of the RPAAA. of which the GCPA is a part. are <br />positive, <br /> <br />The legislation states, "The Secretary (of Interior) shall determine the <br />effect of all the provisions of this Act and submit a report to the <br />appropri ate House and Senate COIJJ1Iittees by January 31 of each fi sea 1 year, <br />and such report shall contain for that fiscal year a detailed accounting <br />of expenditures incurred pursuant to this Act, offsetting receipts <br />generated by this Act, and any increase or reduction in net Offsetting <br />recei pts generated by thi s Act." <br /> <br />.
