<br />, ,,' [a~:"auoll <br /> <br />.project No. 2647 <br /> <br />- 2 - <br /> <br />T <br /> <br />, . <br /> <br />elevation 10,450 feet, a controlled outlet pipe to a tunnel <br />penstock approximately 8,200 feet long, a power plant on the <br />South Fork of the White River just below its confluence with <br />Patterson Creek having an initial installed capacity of <br />175,000 kilowatts, with provisions for an ultimate installed <br />capacity of 525,000 kilowatts (the gross head developed would <br />be 2,200 feet), and a concrete gravity dam approximately 60 <br />feet high on the South Fork of the White River, creating an <br />afterbay reservoir with a storage capacity of about 3,000 <br />acre-feet. Further details of the project would be developed <br />by studies to be conducted under the preliminary permit. <br /> <br />The pOh'er generated would be sold to private utili ties for <br />distribution in their systems, and the project also would be <br />used far water conservation. <br /> <br />There are no applications for preliminary permits or li- <br />censes that are in conflict with this application. The proposed <br />project would not affect a government dam. <br /> <br />Department of the Army, Corps of Engineers reported that the <br />proposed construction would have no effect on any existing or <br />contemplated works of the Corps of Engineers. The Corps of <br />Engineers recommended that the permit should be conditioned to <br />provide that the necessary operating criteria for flood control <br />be developed in coordination with the District Engineer, U.S. <br />Army Engineer District, Sacramento, California. Applicant has <br />stated that this recommendation by the Corps of Engineers is <br />satisfactory. <br /> <br />The Department of the Interior (Interior) reported that it <br />had no objection to the issuance of the preliminary permit. Interior <br />recommends that special conditions relating to fish and wildlife, <br />recreation, and environmental values be included in any permit <br />issued. By letter dated December 13, 1971, Applicant agreed to <br />Interior's proposals except the recommendation that a condition <br />be included in the permit as follows: <br /> <br />The Permittee shall, two years prior to submission <br />of any application for license for the project, provide <br />to the Bureau of Sport Fisheries and Wildlife of the <br />Department of the Interior, funds in an amount up to <br />$50,000 for the purpose of conducting a two-year study <br />of the effects of the proposed project on fish and wild- <br />life resources and of the means and measures required to <br />conserve and develop fish and wildlife resources to be <br />affected by the project. This study shall encompass two <br />consecutive early spring through late fall seasons <br />
