The license agreement can be issued for a period of 50 <br />years, which is the longest period that the U.S. may enter into <br />such an agreement. The application for a license agreement <br />normally requires an application fee. However, for permits issued <br />in connection with the lining of the Government Highline Canal <br />only, Reclamation would issue permits free of charge for a period <br />of 6 months following notification of affected landowners by <br />Reclamation of the need to obtain authorized use. The exact date <br />of notification cannot be determined at this time due to the <br />uncertainty of the construction schedule. Landowners would receive <br />notification and instructions, along with the appropriate <br />application form, sometime during the construction period adjacent <br />to their property. Access permits applied for after the 6-month <br />period, would be subject to an application fee. Application for a <br />permit does not guarantee automatic approval. <br /> <br />Bridaes - Owners of private bridges would be allowed access across <br />the canal to their existing private bridges by permit. The bridge <br />would be covered by a separate O&M agreement. To qualify for a <br />permit, bridges must be evaluated by a licensed engineer who would <br />certify the bridge's safe load capacity to the U.s. The owner of <br />the bridge must be responsible for the O&M of the bridge and <br />properly sign the bridge. If the bridge is not safe for private <br />use, the owner may replace it or the Government's contractor would <br />remove it. <br /> <br />Fencina - As soon as practical, the U.s. boundary line would be <br />fenced on both sides of the canal. The fence would normally be <br />offset 18 inches onto U.s. property to aid future O&M of the fence <br />unless design needs require it to be on the boundary line. <br />Appropriate openings would be provided to accommodate irrigation <br />structures, county roads, private access, and necessary private <br />bridges. <br /> <br />The fence would be a "rural safety fence" with steel posts. It <br />would be 4- to 5-foot high with 34 to 47 inches of woven wire and <br />two strands of barbed wire on top. Fencing would be continuous <br />except for various types of access openings listed above and <br />permitted. The estimated cost of the fence for both sides of the <br />canal is about $100,000 for Reach lA, $200,000 for Reach lB, and <br />$550,000 for Reach 2. <br /> <br />When the fencing is installed, qualified access openings would be <br />located based on landowner needs, existing use, and topography. <br />Fence openings would be provided to allow for access comparable to <br />existing conditions. The width and gating of fence access openings <br />would vary according to their purpose. Openings, and associated <br />permits would be provided as near the end of construction as <br />practical to ensure that the fence openings are at a usable <br />location; one access opening would be provided per ownership. <br /> <br />18 <br />
