Subject: Final Environmental Assessment (EA) and Finding of No Significant
Impact (FONSI); Alternative Lining Methods for the Government
Highline Canal, Grand Valley Unit, Colorado (Environmental
Assessment)

Enclosed for your information is a copy of the EA and FONSI on lining
alternatives for the east and middle portions of the Government Highline Canal
in Mesa County, Colorado. The canal is proposed to be lined as part of the
Grand Valley Unit, Colorado River Basin Salinity Control Project. The overall
purpose of the salinity control project is to decrease salt loading to the
Colorado River.

The EA supplements information contained in the final environmental impact
statement on the Grand Valley Unit, and evaluates alternative methods for
lining the Government Highline Canal between the town of Palisade and the
canal's crossing on 18 Road northwest of the town of Fruita. The final EA
incorporated comments received on the draft EA which was released to the public
on June 21, 1991. The recommended plan has been developed to address local
concerns to the maximum extent practical while still maintaining cost
effective canal construction, and operation and maintenance. I~ is intended
that these enclosures represent full compliance under the National
Environmental Policy Act.
