<br /> <br />. <br /> <br />1.0,\'" -1 <br />V4'i <br /> <br /> <br />ANNUAL OPERATING PLAN <br />FRYlNGPAN-ARKANSAS PROJECT, COLORADO <br />1973 OPERATIONS <br />1974 OUTLOOK <br /> <br />General <br /> <br />This is the fifth Annual Operating Plan for the Fryingpan-Arkansas <br />Project which, when completed, will consist of federally owned <br />dams, reservoirs, canals, tunnels, pumping plants, hydroelectric <br />powerplants, electric transmission lines, substations, and other <br />facilities. As indicated by the enclosed project map, these <br />features are or will be located in the Roaring Fork Basin of the <br />Colorado River Basin and in the Arkansas River Basin, central and <br />southeastern Colorado, respectively. <br /> <br />These extensive works will ultimately make possible the orderly and <br />beneficial use of water for irrigation, hydroelectric power genera- <br />tion, fish and wildlife preservation, and municipal and industrial <br />uses, and provide flood control and other collateral benefits. <br /> <br />. <br /> <br />The Fryingpan-Arkansas Project was authorized under Public Law <br />87-590, 87th Congress, H.R. 2206, on August l6, 1962. The project <br />will be operated under Operating Principles adopted by the State of <br />Colorado April 30, 1959,'as amended December 30,1959, and December 9, <br />1960. These Operating Principles were published by the 87th Congress, <br />lst Session, as House Document No. l30. A copy of these Operating <br />Principles is inCluded as an appendix to this report. <br /> <br />Currently, project features in operation are Ruedi Reservoir, <br />Turquoise Lake, Charles H. Boustead Tunnel, and the South Side <br />Collection System exclusive of Hunter Creek. Nast Tunnel was holed <br />through in 1973; however; the diversion works to supply this tunnel <br />is part of a later contract. Completion of the Nast Tunnel'does <br />enable the diversion of flow from Lily Pad Creek and a supply from <br />this source will be available in 1974. <br /> <br />A marketing program for the sale of the water yield from Ruedi Res- <br />ervoir has not yet been resolved. Neither has the need for project <br />water replacement yet fully been attained. Until these needs <br />develop, the reservoir will be operated to attain optimum benefits <br />from flood control and recreation including some fishery enhance- <br />ments. Plans for marketin[ Ruedi Reservoir water am} the needc <br />allocation of yield are now under study. <br /> <br />. <br /> <br />5 <br />
