Recognition of existing energy and economic development plans in the <br /> <br />region forming the base for future growth. <br /> <br /> <br />2. \ Carrying capac~ <br />--- - -- <br /> <br />a. existing institutions <br /> <br />b. land <br /> <br />c. environment <br /> <br />3. Revenue generating capability of the affected entities <br /> <br />4. Physical ability to develop the support structure in the same time <br /> <br />frame as the resource development. <br /> <br />5. Willingness of area officials to deal with the development in a proactive <br /> <br />fashion. <br /> <br />6. Willingness of area citizens to deal with the change phenomena. <br /> <br />7. Community development standards which are agreed to and supported by <br /> <br />state and local governments. <br /> <br />8. The formation of implementable plans at the state and local level. <br /> <br />9. Capitalization of the housing industry. <br /> <br />10. Social criteria which include the welfare of the <br /> <br />a. elderly <br />b. poor <br />c. unemployed-underemployed <br />d. handicapped <br />e. and other measures <br /> <br />11. Industry's willingness to participate in the overall impact mitigation <br /> <br />program as well as its willingness to adjust its resource development <br /> <br />plans to align with the development pace and capabilities of the <br /> <br />affected areas. <br />
