The formation of implementable plans at the state and local level. <br /> <br />9. Capitalization of the housing industry. <br /> <br />10. Social criteria which include the welfare of the <br /> <br />a. elderly <br />b. poor <br />c. unemployed-underemployed <br />d. handicapped <br />e. and other measures <br /> <br />11.
