<br />('") <br /> <br />CA) <br />I-' <br />~ <br />,::;.. <br /> <br />nonnative species from areas considered to be essential to listed <br />species, such as grow-out ponds, spawning, or nursery sites. If <br />necessary and feasible, this activity will be implemented. <br /> <br />c. <br /> <br />State sportfishing practices and regulations will be reviewed for <br />compliance with Federal law and impact on rare species. If the Service <br />and States determine that conflicts exist, such activities as permanent <br />or seasonal angling closures and restrictions on seining will be <br />implemented by the States, where appropriate. In addition, the <br />following will occur as part of the program: <br /> <br />1. A limited creel survey will be conducted by the States to document <br />the extent of incidental taking on the San Juan River and to aid <br />in determining where permanent or seasonal closures or other <br />restrictions may be needed to prevent or reduce incidental <br />mortal ities. <br /> <br />2. Regulations will be adopted and enforced by the States of <br />Colorado, New Mexico and Utah that prohibit seining/in and below <br />all confirmed and suspected spawning areas, young-of-the-year <br />habitat, and juvenile nursery areas, to prevent incidental <br />mortalities to rare fish species. <br /> <br />3. The Service will determine acceptable levels of incidental take of <br />endangered species in relation to angling to be used in defining <br />the above-noted restrictions. <br /> <br />d. A limited information and education program will be implemented by <br />Federal and State management personnel to eliminate incidental take by <br />anglers. Specific measures will be needed to inform and educate the <br />general public and may include: <br /> <br />1. Education at the time fishing licenses are purchased. including <br />identification of rare fishes and information on penalties for <br />destroying the endangered fishes: <br /> <br />28 <br />
