Instream flows established under this process will be administered <br />pursuant to State and tribal law and will, therefore. be legally <br />protected. <br /> <br />Implementation of these principles will require a coordinated effort among all <br />parties. One of the Recovery Program's central duties will be to make <br />recommendations on maintenance of instream flows. as defined through the <br />following processes. <br /> <br />3.2.2 Determininq Habitat Flow Needs <br /> <br />Instream flow needs are based upon the habitat requirements of the endangered <br />fish species at various life stages. It is recognized that questions and <br />uncertainties remain in efforts to correlate recovery goals and habitat needs <br />with instream flows. Under this program, research will continue, and new <br />information will continually be integrated into the process for determining <br />instream flows to assist in answering these questions and eliminating <br />uncertainties. <br /> <br />Instream flow requirements for the rare fish species will be established <br />through the following sequence of events: <br /> <br />A. Important reaches requiring specific instream flows will be <br />identified by the U.S. Fish and Wildlife Service in consultation with <br />other parties to the Recovery Program. Those reaches will be <br />prioritized to reflect their biological significance. The purpose of <br />this prioritization is to identify where the Recovery Program should <br />focus its resources in ensuring provision of instream flows for the <br />endangered fish species. <br /> <br />B. The Service in ~oordination with the Biological Committee will <br />develop a prioritized work plan for identifying habitat needs including <br /> <br />12 <br />
