In addition. cross attendance of biological committee <br />meetings by river researchers will be encouraged. <br /> <br />1.5 PARTICIPATION IN RECOVERY PROGRAM <br /> <br />Participation in the Recovery Program is voluntary. An Oversight Committee <br />and a Biology Committee will be established to manage and implement the <br />Program (see Section 4.2). Participants in the Program will be expected to <br />designate representatives to these committees. Each participant will assess <br />whether or not the Program goals are being achieved. If any party decides not <br />to participate, that party will submit their reasons to the Oversight <br />Committee (see Section 4.2.1) in writing. The Oversight Committee will be <br />given sufficient time to resolve any problems. If a party's participation in <br />the Program is essential to implementing a reasonable and prudent alternative <br />to avoid jeopardy to the endangered fish, their withdrawal may result in <br />reinitiation of consultation under Section 7 of the Endangered Species Act. <br /> <br />6 <br />
