Equitable division of the waters of Costilla Creek (Art. 1) <br />2. Remove present and future causes of interstate controversy (Art. 1) <br />3. ~ure the most efficient utilization of water (Art. 1) <br />4. Provide for integrated operation of existing and prospective irrigation facilities in the two <br />states (Art. I) <br />5. Adjust conflicting jurisdictions of the two states over irrigation works diverting and storing <br />water in one state for use in both states (Art. 1) <br />6. Equalize benefits of water from Costilla Creek (Art. 1) <br />7. Place the beneficial application of water on an equal basis in both states (Art. I) <br /> <br />Salient Provisions: <br /> <br />1. Provides for the calculation of a safe yield prior to delivery of water each year. (Art. IT) <br />2. Defines an irrigation season (May 16 - Sep 30) and a storage season (Oct 1 - May 15). <br />(Art. II) <br />3. Establishes a duty of water of one cubic-foot per second for each 80 acres of land irrigated. <br />(Art, ill) <br />4. Involves the relinquishment of Colorado water rights and the change of decreed amounts. <br />(Art. III) <br />5. Establishes schedules of delivery to each state based on water available. (Art.
