Meeting with the proponent to secure any additional data and to make an on- <br />sit,e visit to become familiar with the diversion,' use. and return flows <br />associated with the water right. The consultant will also meet with the local <br />Water Commissioner and others who may have a legal interest in the right. <br />Written reports documenting each of these contacts will be prepared, <br /> <br />B. Researching diversion records in the State and District Engineer's office and <br />preparing a diversion history for the right. This task may entail extensive <br />research of water right records and court" records to ascertain the diversion <br />history. Using the Blaney-Criddle method. or some other accepted <br />consumptive use methodology. the consultant will determine a consumptive <br />use estimate for the right. The consultant will then quantify the yield of the <br />water right. Each step of this task will be documented and a report written <br />in sufficient detail and quality that the information can be used in water court <br />to facilitate the conversion of the right to an instream flow right. <br /> <br />C. When data are not available, the consultant may need to rely on existing <br />hydrologic models to prepare yield studies to quantify the yield of cond',t',onal <br />water rights. <br /> <br />D. <br /> <br />Developing information on recent comparable water right sales in the area and <br />preparing an appraisal of the value of the water rights being offered for sale. <br />The appraisal will be done in sufficient detail and to such a standard that it <br />can be used by the Program to establish a fair market value for the right. and <br />can be used in the negotiation of a sales price with the proponent. <br /> <br />e <br /> <br />E. Preparing a written report that contains the data collected for the Yield <br />analysis and the appraisal. The report will be presented to the WAC and the <br />Management Committee for further action. <br /> <br />E'hasaJlI T~<k< M~y Inr.lllrl~' <br /> <br />Phase III activities are ad hoc efforts which need to be accomplished to lay the <br />foundations for future water right acquisition. These are items such as the analysis <br />of return flows in the 15-Mile Reach, water availability studies. and analyses of data <br />which might not be related to a specific water right. but which will answer <br />questions identified in the water right evaluation process. <br /> <br />199]..l'has~ III T~<k<' <br /> <br />A, 15-Mile Reach return flow Gage Operation and maintenance which is covered <br />under a separate Scope of Work. <br /> <br />B. <br /> <br />Analysis of the 15-Mile Reach return flow record by the water right <br />consultant. The consultant will secure the record from the Cameo, Palisade, <br />GVIC canal. and Highline canal gages and integrate this data with the data <br />from the return flow gage to develop an estimate of the accretions to the 15- <br />Mile Reach. The consultant will then produce a report that documents the <br />accretions to the 15-Mile Reach, and the contributions from Ruedi Reservoir <br />releases made to flows in the reach for endangered fish.
