Product-legislative <br />recommendations and State Implementation <br />Plan revisions. <br /> <br />Ongoing <br /> <br />Annual report to EPA on progress of CDH <br />State Implementation Plan. <br /> <br />August, 1983 <br /> <br />Sub-Objective Three: Administer a comprehensive State program to protect clean air <br />areas of the State by assuming the Prevention of Significant Deterioration (PSD) <br />program from EPA and perform a partial program under an interim delegation <br />agreement until the full program is assumed. <br /> <br />Rationale: The State of Colorado is anxious to assume authority for the Prevention <br />of Significant Deterioration (PSD) program. Authority for receiving such <br />delegation exists in both 40 CFR 52.21(u) and in Section 25-7-201 through 210 of <br />the Colorado Air Quality Control Act. <br /> <br />The primary reason for seeking such authority is a desire to unify permitting . <br />procedures so that businesses located in Colorado will only be subjected to one set <br />of air quality regulations. <br /> <br />A number of aCtions relating to delegation have already been taken by the Air <br />Pollution Control Division. On March 22, 1982, a letter was sent to the EPA <br />Regional Administrator aSking for interim authority to administer the PSD program. <br />Subsequent to that, on April 22, 1982 the Colorado Air Quality Control Commission <br />accepted a draft for public hearing purposes of the proposed revisions to <br />Regulation No.3, which adds a new PSD section. A public hearing is being <br />considered for mid-October, 1982. Additionally, the PSD Task Force formed in <br />September, 1981, is still providing direct input into the preparation of the final <br />PSD regulation. <br /> <br />-28- <br />
