paIORI~Y OBJECTIVE NUMBER 2
AIR POLLUTION CONTROL

I-"
-3
~
I-"

Work towards achieving ambient air quality standards in non-attainment areas and
minimize air quality degradation in clean air areas.

Sub-Objective One: Develop a program to identify, characterize and control
emissions of fine (10 micron) particulate matter to protect human health and
welfare and preserve and enhance urban visibility.

Rationale: The haze over urban area skies is a significant concern to the State of
Colorado. There are two aspects to the problem - health dangers and visibility
reduction. The current approaches used to monitor, model, and identify control
measures are not comprehensive enough to address a revised particulate standard
based upon the size of the particulate matter.

A great deal of information has been collected in developing the particulate
criteria document and the associated EPAstaff recommendation. This material will
be used by EPA in setting the primary and secondary particulate standards.
Proposal of this standard is currently scheduled for 1982. Technical means to
address the new standard need to be developed concurrently.

Milestones

Respons ibil ity

Comp;Letion Date

Development of statewide monitoring
considering:
-monitor locations
-types
-logistics in terms of operational
complexity
-additional laboratory needs

CDR

1982-83

Promulgation of particulate standards.

EPA

1982

Review of current levels of air quality
in state in regard to IPIO,(Inhalable
particulates to 10 microns) level.

CDR

1983

Initid SIP revision activity

CDR/EPA Ongoing
EPA Ongoing
EPA Ongoing
CDR Ongoing
CDR 4-7 mo. after
standard

Incorporation of IPIO data into
inventory teChniques.

Development and validation of dispersion
models.

Development of ambient reference method.

Implementation of monitoring network

-26-
