<br />PART II - THE FISCAL YEARS 1983 and 1984 COOPERATIVE AGREEMENT BETWEEN THE COLORADO <br />DEPARTllliNT OF HEALTH AND THE U.S. ENVIRONMENTAL PROTECTION AGENCY - <br />REGION VIII <br /> <br />~ <br />W <br />~f <br /> <br />The Fiscal Years 1983 and 1984 Cooperative ~reement Between the Colorado <br />Department of Health and Region VIII of the United States Environmental Protection <br />Agency defines the program of activities to be cooperatively conducted by the State <br />and EPA during Fiscal Years 1983 and 1984. Specifically, this Agreement identifies <br />the elements of Colorado's environmental health programs which will be supported by <br />EPA grant funds, the amounts of EPA funding support, the staff resources to be <br />committed by the State and the EPA, the products or outputs expected and estimated <br />completion dates or key milestone dates, where appropriate. Additionally, this <br />Agreement defines a set of priority objectives which will be the primary management <br />focus of the State and the EPA in conducting environmental health activities in <br />Colorado. The Agreement also specifies the level of EPA staff resources committed <br />to other environmental health activities in Colorado which do not include direct <br />State participation. <br /> <br />The Agreement is formatted in a way which enhances the Office of Health Protection <br />of the Colorado Department of Health's ability to integrate and manage the <br />comprehensive environmental and health protection programs of all six of its <br />Divisins, rather than just those funded by EPA resources. This is accomplished by <br />havin6 the Office of Health Protection FY 83 Annual Work Plan (AWP) presented under <br />separate cover (Appendix A). The AWP constitutes the CDH's detailed work program <br />for receipt of the federal resources for Fiscal Year 1983. The FY 1984 AWP will be <br />developed by June 30, 1983. <br /> <br />EPA's FY 83 activities and resources committed to the State/EPA Agreement are found <br />in Appendix B. EPA's FY 84 activities and resources for FY 84 will also be <br />developed by June 30, 1983. Additionally, EPA resources on the Priority Objectives <br />are incorporated into the discussion of each applicable priority objective. <br /> <br />To a~aure that this Agreement remains the basis for a realistic cooperative working <br />arrangement between the State and EPA throughout Fiscal Year 1983 and 1984, the <br />Agreement will be reviewed semi-annually on an "exception basis". The July 1983 <br />. <br />review meeting will serve both to review the prior years progress and to initiate <br />the FY 1984 Agreement annual work plans. <br /> <br />Continuing coordination and joint management of the overall program of cooperative <br />activities are important to the success of this Agreement, and will be the shared <br />responsibility of the Office of Health Prqtection of the Colorado Department of <br />Health and of EPA-Region VIII. <br /> <br />-20- <br />
