<br />Ci~ <br />~ <br /> <br />c...! <br /> <br />::1 produced a series of reports on "The Mineral Quality Problem in the <br />-~ _\ <br /> <br />I-~) <br />-"'2 Co.lorado River Basin" by the Environmental Protection Agency (1971). <br /> <br />3 The occurrence of salinity in the Colorado River is also documented by <br /> <br />4 the U. S. Bureau of Reclamation (1972 and 1974) Status Reports - Colorado <br /> <br />5 River Water Quality Improvement Program, and U. S. Geological Survey <br /> <br />6 Professional Paper 441, "Water Resources of the Upper Colorado River <br /> <br />7 Basin - Technical Report," by lorns and others (1965). <br /> <br />8 The Federal Water Pollution Control Act Amendments of 1972, PL 92-500, <br /> <br />9 in Section 303 require the adoption of water qual ity standards appli- <br /> <br />10 cable to interstate waters. The Act's objective is "to restore and <br /> <br />II maintain the chemical, physical, and biological integrity of the Nation's <br /> <br />12 waters" (Section 101), and the administrator is required, in cooperation <br /> <br />13 with other Federal, State, and local agencies, "to develop comprehensive <br /> <br />14 programs for preventing, reducing, or el iminating the pollution of <br /> <br />15 navigable waters and ground waters" (Section 102Ia]). Pursuant to that <br /> <br />16 requirement, the Environmental Protection Agency on December 18, 1974, <br /> <br />17 issued a regulation requiring the states of the Colorado River Basin to <br /> <br />18 adopt water qual ity standards for salinity, consisting of numeric criteria <br /> <br />19 and a plan of implementation for salinity control. The standards, <br /> <br />20 <br /> <br />submitted for approval to the Environmental Protection Agency before <br /> <br />21 <br /> <br />October 18, 1975, are to be reviewed at 3-year intervals and modified, <br /> <br />22 <br /> <br />if appropriate. <br /> <br />23 <br />24 <br /> <br />Consistent with the regulation, the recommended flow-weighted average <br /> <br />annual numeric salinity criteria for three locations in the lower <br /> <br />25 <br /> <br />main stem of the Colorado River System are: <br /> <br />5 <br />
