A review of the goals of the SECWCD Storage Study was discussed. A discussion was held <br />of the need for dialog with the Colorado Division of Wildlife, Colorado State Parks, Trout <br />Unlimited, Friends of the Arkansas, and the Arkansas River Outfitters. <br />2. A review of the Operational Analysis and Modeling was held. A discussion of the impacts of <br />the Kansas v. Colorado litigation was held. It was noted that it is important to clarify that the <br />proposed programs were not an expansion of existing water rights. It was also noted that <br />Colorado Water Conservation District representation was present and participating in the <br />Storage Study meetings. <br />3. It was noted that a discussion of project financing is underway. <br />4. The following comments were received regarding pennitting for the potential projects: <br />. Charges for Federal involvement on non-federal projects will require a memorandum of <br />understanding for reimbursement of Federal time. <br />. Any benefits that may arise to the Federal projects due to re-operation or enlargement <br />will need to be documented. <br />. Re-operations or enlargements will require NEP A compliance. <br />. If there are modifications to the structure the question of who does the design and <br />construction will need to be detennined. <br />. Impacts to recreation and State Wildlife Areas will need to be documented. <br />. If a Federal project is enlarged it will remain a Federal project. <br />. Any potential for negative effects will need to be detennined. <br />. The USBR will need to detennine what it is authorized to do regarding the project. <br />. There will need to be safety of dam's review for modification of the structures. <br />. The role of the USBR in the management of enlarged space will need to be determined. <br /> <br />.... -.-. _. <br />
