<br />,\\(\';'68 <br />\: .1",.- <br /> <br />-8- <br /> <br />The attached t.'tbulo.tion shows that the Fort Lyon canal which di- <br /> <br />verts no water froll upstream reservoirs, apparently divertod 11,490 acre <br /> <br />feet less water in 19b3 than its average historio diversions. An analysis <br /> <br />of diversions by other canals above the Fort Lyon, on dates when its second <br /> <br />priority was not being satisfied, discloses that this waS the result of <br /> <br />some excessive diversions by upstream canals and the requiranents at times <br /> <br />that the Fort Lyon pass more water by La Junta the.n mould have been re- <br /> <br />quired; also to the failure on the part of the management to divert all the <br /> <br />water which was available to it on certain dates and finally to the fact <br /> <br />that natural river flow through Pueblo during the six ,nonths period was <br /> <br />5'Ubnorrnal. <br /> <br />A further analysis of the large addUional diversions made by <br /> <br />the Catlin ce.nal shows that they were, at least pnrtially, due to the regi- <br /> <br />men of stream fl~, which permitted a longer period of diversions than in <br /> <br />average years, and which also ,ould adversely affect the a.mount of diver- <br /> <br />sions under the Fort Lyon second priority. No attempt has been made to <br /> <br />:. <br /> <br />determine the cause of lesser or' greater diversicns by other canals in 1943, <br /> <br />J: <br /> <br />than their averar;e hi star ic diversions. <br /> <br />The foregoing statements and conclusions are subjeot possibly, <br /> <br />to some correotions following furthlr analysis of all available records. <br /> <br />In conclusion, I desire to express to the ~ater Users and to the <br /> <br />l1anaganent of all of the Colorado canals and their Attorneys, my sincere ap- <br /> <br />. ; <br /> <br />preciation of the tolerance displayed by them during thi s rather trying <br /> <br />period. <br /> <br />(Signed) <br /> <br />11.
