<br />IMPLEMENTATION
<br />
<br />The primary objective is to reduce
<br />the salt pickup from the valley by
<br />improving irrigation- efficiency and
<br />improving watershed conditions.
<br />Seepage losses from unlined ditches
<br />and deep percolation from field
<br />irrigation were considered to be the
<br />major sources of pollution. Four
<br />alternatives shown in the table were
<br />developed for consideration by the
<br />sponsors. Alternative one considered
<br />an improvement in irrigation manage-
<br />ment by changing the time of set and
<br />aome system improvements; the second
<br />considered more extensive improve-
<br />ments 1n existing systems and manage-
<br />ment of the time of set and flow rates;
<br />the third, the same as alternative 2,
<br />considered changing 5,000 acres to
<br />drip or sprinkler methods of irriga-
<br />tion and management practices includ-
<br />ing cut-back flow rates; and the fourth
<br />program alternative level of on-farm
<br />irri~8tion improvement is a combination
<br />of the other alternatives.
<br />
<br />The implementation program needed in
<br />Grand Valley to significantly reduce
<br />aalt loading 1n the river requires
<br />acceleration of on-going USDA programs
<br />and the cooperative effort of federal.
<br />state and local agencies. and private
<br />organizations. Four actions have been
<br />identified as being essential to a
<br />successful implementation program.
<br />These are:
<br />
<br />1. A level of federal funding that
<br />provides incentive for voluntary
<br />and accelerated participation by
<br />farm operators.
<br />
<br />2. A detailed conservation plan for
<br />each farm,
<br />
<br />3. A larger staff in the SCS Field
<br />Office in Grand Junction to service
<br />the accelerated work load.
<br />
<br />4. A commitment by each farmer to im-
<br />prove his irrigation system.
