<br />While much conjecture has been Offered as to the value of game fish lost when the
<br />
<br />Reservoir was drained in 1953 and in 1959. very little SUbstantiating evidence can be
<br />
<br />offered. In the report mentioned above, Mr. LYnch offers the fallowing: "During 1958 and
<br />
<br />1959. a total of ~82 yearli~g white bass and 696.187 walleye fry were planted in John Mar-
<br />
<br />tin Reservoir. At the time the fish were planted their value did not exceed 8500.00.
<br />
<br />However, when the impoundment was drained in the fall of 1959. the value of the fish ex-
<br />
<br />ceeded $25.000.00." It is Q.ifficult to see that the value of the f:i.sh could have increased
<br />
<br />by 50 times in the space of a year or less.

<br />The abOve tabl~ shows the amounts of water ~mpounde~ in John Martin Reservoir for the

<br />31 a total of 12 years. In a4dition, the Reseryoir was emptied and partially refilled in
<br />
<br />1945, 1955, and 1957. It is evident, then, that John Martin Reservoir has been completely
<br />evacuated in 15 or its 21 yeare of pperation. This is ijxactly in accordance with the pre-
<br />
<br />determined plan. A P8.IDphlet issued by the Corps of Enginsers states: "Operation of the
<br />
<br />reservoir for irrigation storage will result in complete evacuation periodically, which
<br />will limit the value of that body of water for recreational :flurpos~s."
