In the report mentioned above, Mr. LYnch offers the fallowing: "During 1958 and <br /> <br />1959. a total of ~82 yearli~g white bass and 696.187 walleye fry were planted in John Mar- <br /> <br />tin Reservoir. At the time the fish were planted their value did not exceed 8500.00. <br /> <br />However, when the impoundment was drained in the fall of 1959. the value of the fish ex- <br /> <br />ceeded $25.000.00." In a4dition, the Reseryoir was emptied and partially refilled in <br /> <br />1945, 1955, and 1957. It is evident, then, that John Martin Reservoir has been completely <br />evacuated in 15 or its 21 yeare of pperation. This is ijxactly in accordance with the pre- <br /> <br />determined plan. A P8.IDphlet issued by the Corps of Enginsers states: "Operation of the <br /> <br />reservoir for irrigation storage will result in complete evacuation periodically, which <br />will limit the value of that body of water for recreational :flurpos~s." <br /> <br />--.
