Stat. g 2-1507 (8) (Supp. 1965) directs the Nebraska Soil and Water Conser- <br />vation Coomission to lip Ian, develop, and encourage the implementing of a comprehensive program <br />of resource development, conservation, and uti lization for the sol I and water resources of <br />this State in cooperation with other local, state, and federal agencies and organizations.11 <br />Legislative Resolution #5 passed by the 1967 Legislature specifically directed the <br />Nebraska Soi I and Water Conservation Commission to prepare a State Water Plan, giving <br />consideration to the ful I development of Nebraska's water resources. <br />The State Water Plan as developed by the Commission, wi I I consist of four general parts <br />which are briefly described below: <br /> <br />I. Framework Plan - The basic objective of the framework plan is to provide a broad guide <br />to the best uses of water and land resources to meet current and anticipated needs. <br />The framework plan wi I I be based on reconnaissance type investigations and make maximum <br />use of presently avai lable planning data. <br /> <br />2. Basin Reports - Individual studies of the State's major river basins wi I I be made in the <br />detai I necessary to identify potential projects, estimate the project costs and benefits, <br />suggest the order of development, show the relationship of the project to the state's <br />framework plan and recommend local action to accelerate water resource development. <br /> <br /><'_,3. <br /> <br />Status Summary - This section of the State Water Plan wi I I consist of a series of reports <br />describing the significant water resource development projects which have been developed as <br />wel I as those which are proposed for future development. <br /> <br />" <br /> <br />4. Special Recommendations - Recommendations for action by the Legislature, Governor and <br />various units of government to improve the conservation, development, management, and <br />uti! izatJon of water I'esources wi I I be prepared as a part of the State Water Plan.
