Prolect Benefits

Direct benefits of this project include irrigation, fish and wi Idl ife, recreation, and
flood contro I .

.

Remalnlnq Water Resource Problems and Needs

This project would alleviate many of the economic losses due to the periodically adverse
weather, but there wi I I remain a need for land treatment measures In this area. The August
1966 flood reemphasized need for flood control throughout this area.

Prolect Costs

The total estimated project cost would be $33,940,000 with costs being assigned to four
functions--lrrlgation, fish and wi Idlife, flood control and recreation. The largest of these
would be Irrigation with $31,599,000 of which $6,885,000 would be repaid by the local irrigators.

Operation. Maintenance and Replacement

Operation and maintenance of the Irrigation fac! lities wi I I be
Cedar Val ley Reclamation District or a similar Irrigation district.
and replacement of recreation and fish and wi Idl Ife facilities wi I I
of a non-fedora I entity.

the responslbl I Ity of the
Operation, maintenance
be the responsibility

Local Interest and Support

Development of this division has received strong support from Its prospective beneficiaries
and at the May 1968 election, district voters approved an ad valorem tax on tangible property.

Exlstlnq Resource Development In Area

Significant surface water irrigation has not developed In the Cedar River area because
of several serious problems. Much of the land immediately adjacent to the river Is not suitable
for tl I ling or irrigation and to reach the better lands with surface water requires high pump
lifts. Irrigation by pumping from ground water has developed rapidly in recent years in those
parts of the area where an adequate aquifer Is present.

Effect on Water Supp Iv In Project Area

Operation of the Cedar Rapids Division would have some effect on the fol lowing hydro-
electric power plants: lake Ericson Plant, Ericson; Cedar Val ley Plant, Spalding; Fullerton
Fullerton - al I on the Cedar River, and Monroe Plant, Monroe; and Columbus Plant, Columbus _
on the loup River. This wi I I require power interference negotIations and agreements.
The municipal and Industrial water supply needs In this area are adequately served by
pumping from ground water aquifers.

Plant.

7-2

.
