<br />The Humphrey Canal, originating at the canal outlet works of Saint Clair Reservoir, would <br />be about 54 mi les long and would serve about 48,000 Irrigable acres. Its capacity would range <br />from 4 to 700 c.f.s. <br />The Tilden Canal, beginning at a turnout from a settling basin below the Tilden Diversion <br />Works, would extend about 24 mi les and supply water for 7,500 irrigable acres. Its capacity <br />would range from 18 to 120 c.f.s. <br />The laterals of the distribution system would have capacities of 4 to 100 c.f.s., with a <br />combined length of about 250 miles. Several pumps would be included in the distribution system. <br /> <br />. <br /> <br />Proiect Benefits <br /> <br />Direct benefits would be derived from this project for irrigation, recreation, flood <br />control and fish and wi Idl Ife. Irrigation would be the primary purpose of this multi-purpose <br />project, but recreation and fish and wi Idl ife benefits would be significant. The recreation, <br />fish and wi Idl Ife features of this project would provide 422,000 recreation days and 60,000 <br />fisherman days annually. The project would provide no dependable flood control benefits of <br />consequence along the Elkhorn River because of the relatively sma I I drainage area to be con- <br />trol led. Saint Clair Reservoir, however, would provide incidental flood control benefits to <br />Oakdale and to the lands immediately below the structures. <br /> <br />Remainlnq Water Resource Problems and Needs <br /> <br />Exclusive of the Sandhi I Is area, flOOding has occurred In the basin with regularity. <br />Limited local flood protection works have been provided for some communities, but extensive <br />additional measures are necessary to reduce flood damages. <br /> <br />Project Costs <br /> <br />The total estimated cost of this project would be $69,304,000. The share assigned to <br />irrigation would be $62,114,000 and that assigned to recreation and fish and wi Idl ife, <br />$7,037,000. Flood control aspects of the project would involve an Initial cost of $153,000. <br /> <br />Operation, Maintenance and Replacement <br /> <br />Operation, maintenance and replacement of the Irrigation facilities would be the responsi- <br />bl I Ity of a local sponsoring district. Operation, maintenance and replacement of recreation <br />and fish and wi Idl Ife faci Ilties would be the responsibi lity of a non-federal entity. <br /> <br />Local Interest and Support <br /> <br />Because of the drought of the 1950's, a group of individuals In the Elkhorn River Val ley <br />became interested In the Irrigation potential of the Upper Basin and formed the Elkhorn Val ley <br />Water Resources Association. <br />During the spring of 1961, the Association requested that the Nebraska Sol I and Water <br />Conservation Commission coordinate planning activities for a basin-wide study of the sol I and <br />water resource development potential of the whole Elkhorn Val ley. <br />At the present time, no legal entity capable of sponsoring the non-federal obligations <br />has been formed. <br /> <br />Existlno Resource Development In the Area <br /> <br />Present Irrigation development Is confined to pumpIng from wells and from the Elkhorn <br />River and tributary streams. <br /> <br />Effect on Water Supplv In Project Area <br /> <br />Private and public domestic water requirements are adequately served by pumping from <br />ground water aqu I fers. Pub I ic waste treatment faci I i ties are inadequate but are be I ng improved. <br />This proposed project would deplete the total runoff in the area about 50 percent, but should <br />not have any serious adverse effects on the water supply downstream from the Impoundment <br />structures, with the exception of Immediately below the structures where conditions may <br />adversely affect the fishery. <br /> <br />. <br /> <br />2-6 <br />
