<br />Proiect Benefits <br /> <br />The benefits attributable to this project would be flood control, irrigation, recreation, <br />and fish and wi Idl ife. The irrigation function would likely be deferred Initially, but would <br />supply supplemental water for 30,000 acres upon development. <br />The recreation, fish and wi Idl Ife features would provide 141,300 fisherman days, 325,000 <br />recreation visitor days, and 6,150 hunter days annually. <br /> <br />. <br /> <br />Remainin~ Water Resource Problems and Needs <br /> <br />The most predominant remaining need in this area would be additional flood control <br />upstream of the reservoir and stabilization of the ground water table. The extension of <br />irrigation would stabl I Ize agricultural production at higher and more profitable levels. <br /> <br />Project Costs <br /> <br />Project costs al located to Irrigation are reimbursable without Interest and would be <br />paid from Missouri River Basin Project power revenues pending development of irrigation. At <br />the time irrigation facilities are constructed, the Irrigation district would then pay for <br />operation, maintenance and replacement and make payment within the irrigator's ability to pay <br />on al I the al located Irrigation construction costs. That portion of the irrigation al location <br />exceeding the district's abi lity to pay would be repaid by power revenues from the Missouri <br />River Basin Project. Costs al located to flood control would be non-reimbursable. <br /> <br />Operation, Maintenance. and Replacement <br /> <br />The dam and reservoir would be operated and maintained by the Federal Government. Irri- <br />gation faci I Itles, Including the pumping plants and diversion dam, would be operated and <br />maintained by a local sponsor. Fish, wi Idl Ife and recreation areas and faci Iltles would be <br />managed by the Nebraska Game and Parks Commission. Revenues and Income from the recreational <br />lands or facilities would be used for development purposes or for operation expenses. <br /> <br />Local Interest and Support <br /> <br />No appropriate district has been formed to sponsor development of this project. There is <br />widespread Interest In this project throughout the basin, but concerted opposition has developed <br />by those who would be displaced by the proposed reservoir. <br /> <br />Exlstinq Resource Development In the Area <br /> <br />The extent of water resource development In the area Is mostly limited to private ground <br />water irrigation. A sma I I watershed project has been constructed near Dorchester and several <br />others are under construction downstream from the project area. <br /> <br />Effect of Project on Water Supply in the Area <br /> <br />Towns In the area obtain adequate municipal water supplies from wel Is and are not <br />dependent upon surface flows. The project wi I I measurably decrease the total annual flows <br />below the reservoir but al I commitments to prior water rights and Interstate compacts wi I I be <br />met. <br /> <br />1-6 <br /> <br />. <br />
