<br />. <br /> <br />In general, the next step is formation by the local supporters of a legal entity to <br />sponsor the project and assume non-federal responsibi lities. <br />Priorities for planning are requested by the Nebraska Soi I and Water Conservation <br />Commissiun. If a Preliminary Investigation Report indicates a feasible watershed project <br />and the plan proposed is acceptable to the sponsors, authorization for detai led investigation <br />and preparation of the Work Plan Report is requested by the State Conservationist from the <br />Administrator of the Soi I Conservation Service. After receipt of this authorization, the <br />detai led watershed work plan is developed by the local sponsors with technical assistance <br />from the Soi I Conservation Service and the Sol I and Water Conservation Commission. Vlhen <br />completed, the sponsors initiate a review by concerned state and federal agencies. <br />The work plan is then submiTted by The State Conservationist to the Administrator of <br />the SoT I Conservation Service for review by federal agencies at the Washington level and by <br />the Governor. The report is then transmitted through the Bureau of the Budget to the <br />appropriate House and Senate Committees for authorization. Projects in which the Federal <br />share of construction is less than $250,000 may be approved by the state Conservationist. <br />After authorization, the Federal share of funds is released by the Administrator to the <br />State Conservationist. The local organization must obtain needed land rights, water rights, <br />construction permit, and enter Into the construction contract, except that the Federal <br />Government may, upon request of the local sponsor, enter into contracts for construction of <br />structures. <br />Operation and maintenance of the completed structural works is the responsibi lity of the <br />local sponsor. <br /> <br />. <br /> <br />Ix <br />
