It is our opinion that those <br />alternatives that cannot be considered to be "reasonable" must be <br />eliminated from further study and that any alternative that could <br />not be implemented within the existing legal framework is not a <br />"reasonable" alternative. The Bureau of Reclamation has identified <br />four such flow alternatives. These four alternatives should be <br />eliminated and not fully evaluated in the draft GCD-EIS. Each <br />alternative considered in the GCD-EIS must fully protect and <br />preserve the allocation and use of the waters of the Colorado River <br />provided by compact, treaty, law, or court decree to each of the <br />Basin states. Also, the ability to maintain conservation storage <br />in the Colorado River System reservoirs and to meet water delivery <br />requirements to the Lower Basin must not be compromised. <br /> <br />It is important that the public be made aware of the full <br />extent of the process being utilized to prepare the GCD-EIS to <br />avoid any misunderstanding or misgiving regarding the "preliminary <br />alternatives," the final alternatives and the time frame within <br />which each will be evaluated.
