It is our opinion that those alternatives that cannot be considered to be "reasonable" must be eliminated from further study and that any alternative that could not be implemented within the existing legal framework is not a "reasonable" alternative. The Bureau of Reclamation has identified four such flow alternatives. These four alternatives should be eliminated and not fully evaluated in the draft GCD-EIS. Each alternative considered in the GCD-EIS must fully protect and preserve the allocation and use of the waters of the Colorado River provided by compact, treaty, law, or court decree to each of the Basin states. Also, the ability to maintain conservation storage in the Colorado River System reservoirs and to meet water delivery requirements to the Lower Basin must not be compromised. It is important that the public be made aware of the full extent of the process being utilized to prepare the GCD-EIS to avoid any misunderstanding or misgiving regarding the "preliminary alternatives," the final alternatives and the time frame within which each will be evaluated. At present, this process appears to be unclear in the minds of those working on the GCD-EIS as well as the public in general. We appreciate the opportunity to provide comments on the preliminary alternatives being considered in the GCD-EIS process and wish to continue to be involved in that process.
