<br />00327: <br /> <br />FOREWORD <br /> <br />This "issue analysis report" on the subject of alte rna tive insti tut ional <br />arrangements for interstate river basin management was authorized by the Board of <br />Directors of the Missouri Basin States Association on August 10, 1983. It consists <br />primarily of a review and condensation of existing written material on the subject, <br />some of which was prepared under contract to the National Water Commission (1968- <br />1973). <br /> <br />It should be noted that a number of the organizations or agencies for interstate <br />river basin management mentioned in this report are defunct. They include not only <br />a number of informal organizations but more formal ones as well, such as various <br />federal commissions and the state-federal Title II River Basin Commissions abolished <br />in 1981. They are nevertheless discussed in this report, not only to examine the <br />functions they performed but also to understand their place in the evolutionary <br />process of interstate river basin management. <br /> <br />The interstate river basin management issues dealt with in this report, and the <br />resulting agreements and institutional arrangements discussed herein, largely concern <br />surface water. The subject of interstate management of groundwater will be <br />considered in a subsequent MBSA report. <br /> <br />David K.
