The TVA was created by Congress in 1933 to plan, construct and <br /> <br /> <br />operate water resource projects in the Tennessee River basin. Although the <br /> <br /> <br />TV A is a corporation, it is subject to continuing federal control in several ways. <br /> <br /> <br />Its directors are appointed by the President and it receives continuing federal <br /> <br /> <br />funding. <br /> <br />.' <br /> <br />Other, more recent federally-chartered corporations include the <br /> <br /> <br />Corporation for Public Broadcasting, the National Railroad Passenger <br /> <br /> <br />Corpora tion, and the Communications Satellite Corporation (COM SA T). These <br /> <br /> <br />more recent federally-chartered corporations differ from the earlier TVA in that <br /> <br /> <br />they have somewhat looser ties with the Federal Government, although they are <br /> <br /> <br />subject to some degree of continuing federal involvement or control, usually by <br /> <br /> <br />having at least some federally-appointed directors. <br /> <br />.'~ <br /> <br />Federally-chartered corporations usually may plan, finance, construct, own, <br /> <br /> <br />operate and charge fees for products or services they provide. Their chief <br /> <br /> <br />advantage seems to be the speed and efficienCy with which they can operate in <br /> <br /> <br />comparison to the Federal Government or a federal agency. Thus, when there <br /> <br /> <br />has been a need to "get the job done" and serve the public interest, Congress <br /> <br /> <br />has frequently turned to the federal corporation as a solution. <br /> <br />" <br /> <br />Ability to Resolve River Basin Issues <br /> <br />The ability of a federally-chartered corporation to serve the public <br /> <br /> <br />interest, be it in multi-state water management or other areas, depends largely <br /> <br />-27- <br />
