However, there are many instances
where the reservoir at its normal high water line will encroach upon
lands owned by the United States and under the management of the
Bureau of Land Management (BLM) (see Map 2), Most of the lands in
the project service area downstream of the dam and reservoir are
privately owned, Some industries could be located on leased BLM lands.

The reservoir and its service area are located in an arid region
that is sparsely populated, The population of western Rio Blanco
County (Range1y Division) was 2,321 in a special 1977 census,

The White River drainage basin is approximately 107 miles long
and averages 35 miles wide, with a total land area of approximately
3,808 square miles (1)1{ The dam will be located in the SE quarter
of Section 27, Township 2 North, Range 101 West of the 6th Principal
Meridian, The reservoir will be in Sections 10, 11, 14, 15, 22, 23,
and 27, Township 2 North, Range 101 West of the 6th Principal Meridian,

B, Description of Taylor DrawOam and Reservoir

The proposed Taylor Draw Dam will consist of an earthfil1 dam
on the White River about 100 feet upstream from its confluence with
Taylor Draw. The dam will be 53 feet high above the stream bed with
a 1,000 foot-long crest at elevation 5318 feet above mean sea level
(msl), There will be approximately 250,000 cubic yards of fill in
the embankment, The dam will impound a reservoir with a water volume

II References to information sources will be noted thus (1) with
the title, author and date listed in the bibliography,

I-3
