ANY IRREVERSIBLE AND IRRETRIEVABLE COMMITMENTS OF <br />RESOURCES WHICH WOULD BE INVOLVED IN THE PROPOSED <br />ACTION SHOULD IT BE IMPLEMENTED <br /> <br />The commitment and utilization of financial resources to plan, <br />design, and construct Taylor Draw Dam and Reservoir, including all <br />materials, money, and manpower expended, can be considered irre- <br />versible and irretrievable. The permanent loss of up to 600 acres <br />of grazing and croplands is also irreversible and irretrievable. <br />Once the dam has been completed, an irreversible commitment has <br />been made of money and manpower to maintain and operate the dam, <br />reservoir, and appurtenances. This would also be true if the <br />optional power plant and transmission lines are constructed. <br /> <br />VII-l <br />
