Future upstream developments are still in a state of <br />planning and are subject to various conflicting interests. Several <br />of the projects are competi ng for the same water (l). <br /> <br />The biggest potential senior water right influence on the <br />Taylor Draw Reservoir water supply is the decree for the Moon Lake- <br />Staley-Gordon Mine pipeline. If Moon Lake entirely consumed the <br />original senior right of 125.2 cfs for "once through" cooling purposes <br />in a thermal power plant, there may be insufficient waters for the <br />Rangely Project decrees during a severe drought. It seems unlikely <br />that the entire 125.2 cfs would be consumed in the cooling process. <br />Table 3 describes the undeveloped water rights in the White River <br />basin which could have a potential effect on the project (1). <br /> <br />Surveys were begun for the Rangely Project on July 3, 1962, <br />by the CRWCD.
