Water Rights <br /> <br />The first filings on water from the White River were made <br />in 1880. Subsequent filings for irrigation purposes have continued <br />to the present time. In addition, filings for industrial and municipal <br />purposes have increased in recent years. Prior to May,26, 1942, there <br />were a total of 321 adjudications from the White River above the Taylor <br />Draw Dam site with total authorized diversions of 900 second feet (1). <br /> <br />Below the proposed dam site there have been 27 adjudications <br />in Colorado with total authorized diversions of 100 cfs. These are <br />diversions from natural stream flow for municipal, industrial, and <br />irrigation purposes. Some are now either totally inactive or are used <br />only periodically. Their total effect on vir9in river flows would be <br />difficult to determine without an involved study beyond the scope of <br />this report. A study of readings at the Watson station throughout the <br />period of record beginning in 1923 does not show any appreciable change <br />in stream flow patterns, indicating that changes in diversion practices <br />during that period have been negligible, and also that a large proportion <br />of the diverted irrigation waters reenter the river as return flows <br />within a short period (1). <br /> <br />Filings made subsequent to the general adjudication of May 26, <br />1942, have been for a variety of uses: power generation, industrial <br />development, municipal and domestic use as well as for irrigation. <br />Some of these filings have already been developed and are in use while <br />others are still in the planning stage. Those subsequent to 1942, but <br />prior to May 13, 1964, the date of filing for the Rangely Project, will <br />have some effect on the water available for storage in Taylor Draw <br />Reservoir, depending on their nature and location (1). <br /> <br />11-20 <br />
