<br />U02204 <br /> <br />. <br /> <br />. <br /> <br />Finally, in the Board folder are two transmittal memoranda from Reclamation along with the <br />cover page from Reclamation's draft Strategic Plan for the period 1997-2002, Reclamation has been <br />holding infonnational hearings on the document and will accept comments on the document by May <br />9, 1997, Mr, Bill Elder, from the Board's staff, will attend the May 6th briefing in Ontario, <br />California, <br /> <br />Five-Year Review of Coordinated Lonl!-Range Ooeratinl! Criteria <br />for Colorado River Reservoirs <br /> <br />Included in the April Board meeting materials was a copy of Reclamation's analysis of the <br />comments that had been received on its Five-Year Review of the Criteria for Coordinated Long- <br />Range Operation of the Colorado River Reservoirs (Long-Range Operating Criteria), On April 22, <br />1997, Reclamation met with interested parties to discuss its analysis, The deadline to send <br />comments to Reclamation on its analysis is May 16, 1997, The decision on the need to modifY the <br />Long-Range Operating Criteria will be made later in the year, <br /> <br />Basin StateslTribes Discussion <br /> <br />The Colorado River Board Agency Managers are continuing to meet to develop California's <br />Plan, Since the meeting with the seven Basin states on March 31 st and April I st, the Agency <br />Managers met on April 30th and have scheduled four additional meetings through early June to <br />develop a Memorandum of Agreement among the California parties concerning the principles to be <br />incorporated into a California Plan, The objective is to have California's PlWl prepared by mid- <br />summer, Thus, recommendations will be brought to the Board, for its consideration well in advance <br />of that time. <br /> <br />Colorado River Endanl!ered Fish Species <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />Committee met on April 25, 1997, and approved the recommendation of the Selection Committee <br />to enter into negotiations with the finalist for Program Facilitator and Program Development <br />Contract. Negotiations will be conducted in early lune and contracts are expected to be awarded in <br />late June contingent upon approval by the Steering Committee, <br /> <br />The loint Participation Agreement (JPA) and the Interstate Cost Sharing Agreement (ISA) <br />were signed May 1st. Copies of both agreements are available by contacting the Colorado River <br />Board staff, <br /> <br />On April 28-30, the LCR MSCP Steering Committee, Work Group, and interested parties <br />participated in a tour of a portion of the Lower Colorado River. The tour visited all of the major <br />critical habitat areas such as: Willow Beach Fish Hatchery, Colorado River Indian Tribes <br />Reservation Revegetation Project and Native Fish Rearing Facilities. <br /> <br />3 <br />
