o
~1
N
"
o
o

PREFACE

This section consists of four parts. The first part, prepared by
the Department of Commerce, Area Development Division, Office of Technical
Services, presents an analysis of population, distribution, growth trends
and prospects in the AWR Basins, emphasizing the basic economic adjust-
ments needed to accommodate increased population. Data contained in the
report are based largely on the 1950 Census of papulation,

The second part on labor force was prepared by the Bureau of
employment Security, U. S. Department of Labor and Affiliated State
Employment Security Agencies. It presents an analysis of the labor
resources showing size, distribution, occupational and industrial com-
position, recent growth trends and outlook. The report is largely the
result of the efforts of the state agencies affiliated with the Bureau
of Employment Security, U, S. Department of Labor. The area Development
Division, U, S. Department of Commerce, p~rticipated in the initial
planning and subsequent coordination work, with special assistance from
the Oklahoma Employment Security Commission. The basin-wide review was
prepared by the U. S. Department of Labor. The census data shown in
the summary tables were compiled by the U. S. Department of Commerce.

The third part of the section on manufacturing was prepared by the
U. S. Department of Commerce, Area Development Commission, Office of
Technical Service. This part presents an analysis of the manufacturing
economy of the AWE Basins highlighting the need for increased industrial-
ization, present manufacturing characteristics and trends, factors likely
to influence industrial development prospects and opportunities of select
industries and suggestions form more effectively realizing industrial
expansion in the region. Data and other material contained in the report
were based largely on the Census of Manufacturers, 1947 and 1939 and the
Annual Survey of Manufacturers and on studies and other reports, both
published and unpublished, as noted in the report.

The fourth part of the report represents a body of statistics on
health status and health services and was prepared by the U. S. Public
Health Service. Since no specific health survey could be undertaken the
statistics are from State Health Department reports to the U. S. Health
Service, data from U. S. Census and special studies such as those of the
American Medical Association on hospitals and physicians. The study was
based on data available as of January 1952.

Representatives of the various Federal agencies and States repre-
sented on the AWRBIA Committee provided valuable assistance in reviewing
the report. All Federal agencies and all States represented on the
AWRBIA Committee were members of the Economic Base Survey Work Group
,which was assigned the responsibility of the preparation of this section.
The Department of Commerce served as a chairman agen~ of the work group.

ii
