The early <br />advance planning efforts will evaluate alternatives and issues associated <br />with capacity (size), terminus locations, energy use, cost, water needs, user <br />distribution systems, and environnental impacts. <br /> <br />For purposes of continuing planning and environmental study activities, it is <br />appropriate for an agency to select a preferred alternative or proposed action. <br />Consequently, the 3ureau of Reclamation planning activities with respect to <br />the Tucson Aqueduct should identify as the proposed action; conveyance facilities <br />sized to accommodate flows between 750-050 cubic feet per second, regulatory <br />storage, appurtenant service facilities, and proposed terminus located near the <br />south boundary of the San Xavier Indian Reservation. <br /> <br />In sill1~ary, the discussions above are intended to give guidance to the Bureau <br />of Reclamation and to assist in our planning and public inYolYE:~~~::t e.cti~tities. <br />Final decisions can~ot be made until planning and enviro~~ental studies are <br />complete and the :;'t.:.blic has had an oppcrtu:;ity to co~r.rete::siYel:,. re-rie.r; a::..:5. <br />pr9vide cO!'!"\.:.'l1ents on the findings and rece.~~ena.ations contained in the plali~:1ing <br />and environmental dOCQ~ents. <br /> <br />Prerequisite studies include sound engi:;.eering and fir~t3.r:cial e7alu9.....:;~cns, and <br />f"J.l1 disclost4l"~ of e:.;li.ron.mental irr~pacts. ...J1ese st.uales ar~ cont.i.~se~t O~l <br />congressional appro:;:'ri~tiQns and are scheduled in suc~ a "~ray ttat :'i::al <br />decisions can l05ice..lly folIo,", t~e sequence noted above.
