Language was included to accomplish this. <br /> <br />(4) We thought the repayment provisions ne~ed to be clarifi~. <br />Appropriate language was drafted. <br /> <br />(5) Since it is likely that something less than the Bureau's <br />previously prepared full development plan will be <br />implemented, language was suggested to accommodate this <br />possibility and to comply with the Board's March directions <br />to me (cited above). <br /> <br />(6) We suggested new language which would condition the State's <br />performance upon the availability of water and of future <br />state appropriations as required by the Board's action at <br />its October, 1982, meeting (see my September 30,1982, memo <br />to the Board). <br /> <br />These proposed revisions were SUbsequently transmitted .to <br />the Attorney General's office for reView. Several wording <br />changes were suggested by that office. These suggested changes <br />were in turn transmitted to the Bureau on August 9 for review l:?y <br />the Bureau staff and the Department of the Interior's <br />Solicitor's office in Amarillo. We have yet to hear back. <br /> <br />I expect to be able to complete the contract within the next <br />few weeks.
