<br />P.L. 46 Program. The SCS, under the Soil Conservation Act (P.L. <br />46, 74 Congress, 1935), carries on a broad program of direct assistance <br />to farmers and'ranchers through soil conservation districts. as well as <br />aiding other agencies. Related activities include farm and ranch plan- <br />ning and assistance in the installation of conservation practices, soil <br />surveys and investigations, range site and condition surveys, woodland <br />surveys, plant materials for conservation work, snow surveys and water <br />supply forecasts, technical assistance to other USDA activities and aid <br />to other agencies for administering conservation work on private lands. <br /> <br />The Lower Gunnison Basin Unit is served by the Delta Field Office (Delta <br />SCD-720) and the Montrose Field Office (Montrose and Ouray Counties, <br />Shavano SCD-772), <br /> <br />Other Agency Programs and Projects <br /> <br />Bureau of Reclamation <br /> <br />Uncompahgre Project Improvement Program. The USBR currently has the <br />Uncompahgre Project area under study within the General Investigations <br />Program, Renovation of the canal system is the main purpose of this <br />project. A report on this study is scheduled for completion in FY 1977, <br /> <br />Irrigation Management Services (IMS). The IMS program - a computer <br />record keeping system using cl imatology, soils and crop data to schedule <br />time and appl ication rates for irrigations - conducted by the Bureau of <br />Reclamation, Western Colorado Projects Office, began early in 1974. <br />This program is conducted in conjunction with the program already in <br />operation in the Grand Valley Unit. The program began with approxi- <br />mately 1,500 acres on 15 farms. At present, all irrigation schedul ing <br />is within the Uncompahgre Project. Selection of the initial participa- <br />nts for irrigation scheduling was made by the Uncompahgre Valley Water <br />Users Association. A contract has also been negotiated by the Water <br />Users organization to furnish a field representative to work with the <br />IMS program. <br /> <br />Water Systems Improvements (WSI). In FY 1973, a feasibil ity study <br />was begun to determine the best method of increasing water del ivery <br />efficiency in the Lower Gunnison area with the purpose of reducing <br />return flows containing high concentrations of salt, and thereby reduce <br />the sal inity of the Colorado River. A feasibility report is scheduled <br />for completion in FY 1977. <br /> <br />Bureau of land Management <br /> <br />The Bureau of Land Management (BLM) administers National Resource Lands <br />under a variety of Congressional mandates requiring not only production <br />of resources, but their conservation, and not only the fullest possible <br />use and enjoyment of the lands by the publ ie, but preservation of <br />env i ronmen ta I qua I i ty as we 11. <br /> <br />003085 <br /> <br />10 <br />
