Army Corps of Engineers
6014 U.S. Post Office and Courthouse
Omaha, NE 68102

Dear Colonel Andrews:

As you will recall, your office reached the preliminary
conclusion early last year that space miqht be available in Bear
Creek and Chatfield Reservoirs for water conservation storage.
Meetings were held in June and August of 1983 between your
office, state officials, and other entities to discuss the
matter. At those meetings, your office indicated that the
potential availability of storage space for water supply purposes
was being addressed by the Omaha District's Denver Tri-Lakes
System Operating Plan and Water Supply Storage Study, which study
was then scheduled to be completed in September of 1984.

At its July 13 meeting, the Board, which is the state
sponsor of the Bear Creek Reservoir Project and the state agency
responsible for flood control planning in Colorado, discussed
this matter at some length. The Board has asked that I
communicate to you its concern that the determination of whether
or not water conservation storage space is available in Bear
Creek Reservoir, and the allocation of any available space to
interested parties, be finalized in the immediate future.

It is the Board's position, as I have previously stated,
that the intended flood control protection benefits of Bear Creek
Reservoir must not be reduced by the reallocation of space to
water conservation storage. At the same time, the Board strongly
supports the use of Bear Creek Reservoir for water conservation
storage if space can be allocated to that purpose without
reducing the flood control protection which the project is to
provide.

529
llca

Herbert H.
