SUBJECT: Agenda Item 10, January 14-15, 1985, Board Meeting--
Bear Creek Reservoir Space Allocation

Introduction

The Board decided at its July meeting to indicate to the
Corps of Engineers that it wished to take the lead in seeking a
solution to the allocation of any space which might be available
in the Bear Creek Reservoir for water conservation storage
purposes. Several entities had expressed an interest in
obtaining storage space. Since the November meeting, three more
entities have expressed interest also (see attached letters).

At its November meeting, the Board received a proposal for
the allocation of potentially available space from the Central
Colorado Water Conservancy District. However, before the Board
could proceed further, the results of a Corps' reservoir
operations study were needed. That study has just been received
(copy attached).

Discussion

The Corps' study is mostly self-explanatory and will be
discussed at the Board meeting. A representative of the Omaha
District should also be in attendance.

The key point is that the operation of Bear Creek and
Chatfield are related in certain ways. In turn, those
reservoirs' operations and the availability of space for water
conservation storage will be affected by the level to which one
tries to hold the flows at the Henderson gage north of Denver.
