To dat.e, efforts to <br />store water in the facility have failed due to a lack of consensus, among <br />potential water users of the facility, regarding stcr~ge allocation and use <br />of Bear Creek Lake ',.ater. It is the intent of this dreft proposal tCiat <br />consensus can be reached if a reasonable plan is delllOloped whereby all <br />partilOs benefit. <br /> <br />BACKGROUND <br /> <br />Construction of Bear Creek Lake began on October 29, 1973 and was completed <br />July 19, 1977. The facility has a drainage area of 236 square miles, ~nc ~ <br />maximum design pool of 74,970 acre-feet. Cu~rently, a conservation pool of <br />1,990 acre-feet is maintained. The project was authorized at an estim2t2c <br />cost of $32,314,000. <br /> <br />For several years, discussions have been held regarding the availability of <br />excess storage space in Bear Creek Lake~ Entities which have express8d a~ <br />interest in acquiring space in addition to the Central Colorado ~vater <br />Conservancy District include the Tow;] of Morrison, Genesee Hater c:.r:.d <br />S=.ni tation District, Ht. Carbon t'later and Sanitation Dist.:"ict, City or <br />Lakewood, Indian Hills Water District, and the Evergreen Metropolitan Water <br />and Sanitation District. <br /> <br />WATER AVAILABILITY <br /> <br />Although a comprehensive study of water availability at the reservoir has <br />not been corepleted, an analysis was conducted by the U. S. Am,! Corps of <br />Engineers in the mid-1970's and by the Central Colorado Water Conservancy <br />District in 1983, Figure 1 presents information developed by RIOsource <br />Consultants, Inc. of Fort Collins for the Central Colorado Water Ccrscr- <br />vancy District regarding water availabilit.y in Bear Creek Lake, by r:1onth, <br />for the period 1960-1981. <br /> <br />Of the 252 consecutive months analyzed, some water was available i::-: 146 <br />months, or 58 percent of the time.
