More direotly, the purposes <br /> <br />are I <br /> <br />(a) To prevent the Caddoa projeot from disturbing the establish- <br /> <br />ed relations between appropriators in Colorado and between water users in the <br /> <br />two States, end, by changing oonditions with benefit to one ditoh, or one <br /> <br />group of _ter users, or one State, to the injury of another, from thereby <br /> <br />becoming the souroe of disputes, and of possible fu'oure litigation, between <br /> <br />the appropriators in Colorado and between the tv.o Statesl and, at the same <br /> <br />time , <br /> <br />(b) To attain maximl\ln irrigation benefits f'l'om the Caddoa project, <br /> <br />together with the widest possible distribution and an equitable division of <br /> <br />suoh benefits among all potential beneficiaries. <br /> <br />Sinoe the problems of operating the Caddoa project, administering <br /> <br />looal water rights, and recognizing interstate interests, are inter-dependent. <br /> <br />the proposed plan contemplates understandings between appropriators along <br /> <br />the Arkanses River in Water Districts 14, 17 and 67 in Coloradol together <br /> <br />with the distriot. division and State admi.ni strati ve offioials in charge of <br /> <br />distributing the water supplies of th3 river BlIlong said appropriatorsl and <br /> <br />including the offioials of Colorado responsible for interstate relations, <br /> <br />negotiations and litigation with Kansas. <br />
