The control measures <br /> <br />of PL 93 -320 provide an important element in the basin-wide plan being <br /> <br />developed by the Salinity Control Forum to achieve compliance with the <br /> <br />yet-to-be-specified standards for salinity and to allow the Upper Basin <br /> <br />States to develop their compact-opportioned waters. <br /> <br />Viewed in a political context. however, several oppositions can be <br /> <br />viewed between the two Acts. PL 93 -320 is designed to alleviate problems <br /> <br />with Mexico; to improve water quality in the Lowe r Basin while at the <br /> <br />same time allowing for further resource development in the Upper Basin; <br /> <br />to concentrate on controlling natural sources of pollution and only second- <br /> <br />arilyand selectively to impose restrictions on existing users; to take a <br /> <br />primarily "facilities" approach in reducing salinity; and to be implemented <br /> <br />and managed by the Bureau of Reclamation, the principal administrator <br /> <br />of the "Law of the River." These features are essentially consistent <br /> <br />with the "development orientation" of traditional Colorado River Basin <br /> <br />water institutions, and consequently, the implementation of PL 93-320 <br /> <br />is expected to encounter little opposition. PL 92-500, in contrast, is <br /> <br />perceived by many as a threat to the Upper Basin's right to develop its <br /> <br />compact-apportioned waters; as not well-suited to the unique problems <br /> <br />of the Colorado River Basin; as an interference with State responsibilities <br /> <br />25 <br />
