' <br /> <br />Salinity Control. The most difficult problem in controlling salinity <br /> <br />is the diffuse character of its sources. After natural processes, agriculture <br /> <br />is the largest contributor to the problem. Irrigation technology has not <br /> <br />been oriented to control of salinity return flows, but rather with the application <br /> <br />of water to the land and control of salinity levels in the soil. An important <br /> <br />question is the manner in which PL 92- 500 applies to irrigation and the <br /> <br />capability of irrigation technology to affect salinity in return flows. <br /> <br />Municipal and Industrial Pollution <br /> <br />Although there is very little population within most of the basin and <br /> <br />the impact of waste effluents on the main stem of the river is now small, <br /> <br />the vast energy development potential of the basin could considerably <br /> <br />increase demands for both municipal and industrial (including mining) <br /> <br />purposes. ~ ~urgeoning population in areas where energy is being <br /> <br />developed will require such facilitie s or serious deterioration of stream <br /> <br />quality could occur. Consequently, there may be a large impact associated <br /> <br />with PL 92-500 required construction of treatment facilities in the basin. <br /> <br />Site Specific Pollution Problems <br /> <br />Other quality problems are serious in specific locales. Acid mine <br /> <br />drainage and heavy metal pollution in tributaries of the west slope of <br /> <br />the Rockies, eneriY impacts <br /> <br />and sedimentation problems, <br /> <br />on water quality, reservoir eutrophication <br /> <br />BOD-DO interactions below treatment <br /> <br />facilities, and health problems from pathogens as evidenced by coliforms, <br /> <br />5 <br /> <br />'t_~ <br />
